More and more people use mobile devices to access web content, so the demand for mobile-friendly websites is ever increasing. To fulfill this demand, the body that controls the generic top-level domain extensions, ICANN, launched the dot MOBI domain extension in 2005. The first registrations were allowed in September 2006, and the idea behind this extension is that all websites that use it should comply with certain requirements. In other words, all dot MOBI websites must be designed to be accessed flawlessly by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in collaboration with the dot MOBI Registry organization. These involve how a page is being navigated, the way it is being displayed (form and size), and so on.

The regulations have provoked some concerns given the fact that the generic top-level domain is the only one that specifies what devices must be able to open a website and the way in which this needs to happen, breaking the so-called principles of device independence, according to which a web page should be built in such a way as to be accessed by most Internet browsers and devices, be they mobile or stationary.
